This topic covers the Definition of Done: who creates it and what it requires of the Increment. If the organization has a standard, every Scrum Team follows it as a minimum; if not, the Scrum Team creates one. Teams working on the same product share one Definition of Done, which makes transparent what finished work means.
An item that meets its acceptance criteria but not the Definition of Done is not done: it is neither released nor presented at the Sprint Review, and returns to the Product Backlog. The Definition of Done is never relaxed to hit a date, and no hardening Sprint catches up on quality later. Done means usable, not necessarily released.

Why
The Definition of Done is the quality gate for the Increment; acceptance criteria describe the behaviour of one item. Work that does not meet the Definition of Done cannot be released or presented as done — it returns to the Product Backlog for the Product Owner to re-order. Neither Product Owner acceptance nor Sprint Goal achievement changes this.
