This topic covers Scrum beyond one team and its adoption by an organization. Several Scrum Teams on one product share one Product Goal, one Product Backlog and one Product Owner, and integrate their work into one Increment. It also covers the Scrum Master’s service to the organization: leading, training and coaching its Scrum adoption.
Scrum prescribes no scaling framework or coordination mechanism; complementary practices are fine if they do not contradict Scrum. Renaming project managers while keeping stage gates and fixed annual scope is not adoption: the events run but nothing adapts. Problems Scrum makes visible were already there; surfacing them is Scrum working, not proof it does not fit.

Why
A Scrum Team must be cross-functional — it needs all the skills to create a done Increment each Sprint. When testing sits outside the team and after the Sprint, nothing is genuinely done at the Sprint boundary, so the Sprint Review inspects something that is not releasable and adaptation rests on incomplete information.
