Why
Behind almost every metric request is a real decision. Finding it lets the Scrum Master serve the underlying need while avoiding a measure that is meaningless across teams — velocity is calibrated per team, so comparing it drives estimate inflation rather than insight. Compliance (A) or compliance with a caveat (D) supplies the harmful number anyway, and flat refusal (C) forfeits the chance to influence.
